    Mrs. Neamtan is President/Executive Director of the Chantier de l’économie sociale, a non-profit organisation representing networks of social enterprises (cooperatives and non-profits), local development organisations and social movements. The mission of the Chantier de l’économie sociale is the promotion and development of collective entrepreneurship.

    Mrs Neamtan was the founder (1997) and President of RISQ (Réseau d’investissement social du Québec), a 15$ million investment fund dedicated to the non-profit and cooperative sector. Since November 2006, she is President of the Fiducie du Chantier de l’économie sociale, a 53$ million investment fund for collective enterprises.

    Ms Neamtan is also co-chair of the newly created Centre for knowledge transfer in social innovation TIESS, bringing together universities and social economy actors to share lessons from national and international experiences.

    Mrs Neamtan is recognised internationally as an expert on the social and solidarity economy, working in collaboration with international organisations such as the International Labour Organisation and RIPESS, the Intercontinental Network for the Promotion of Social and Solidarity Economy.

    In 2012, Mrs Neamtan was appointed Officer of the Ordre National du Québec. In 2013 she received an Honorary Doctorate from Université du Québec.

    Dr. Pascal van Griethuysen joined UNRISD in September 2014 to coordinate the Sustainable Development Programme. Trained in both conventional and heterodox economics, his research focuses on the intersection between economics and the environment, having published extensively on ecological, critical institutional and ownership economics as alternative perspectives on development.
    Prior to joining UNRISD, Pascal worked for 15 years at the Geneva-based Graduate Institute of International and Development Studies where he coordinated the teaching and research programme on sustainable development. During his time there, he conducted a number of research projects in collaboration with UN agencies, international civil society and national public agencies. Previously he acted as research consultant and policy adviser for public and private agencies at local, regional, national and international levels.
    Pascal holds a M.Sc. in Political Economy from the University of Lausanne and a M.Sc. in International Relations from the University of Geneva. His Ph.D. is from the University of Geneva in which he investigated the potential of evolutionary economics for sustainable development, a process-oriented economic perspective that acknowledges the complex, multidimensional and evolving nature of interactions between human beings and their ecological context.

    Sergio Arzeni is the Director of the Centre for Entrepreneurship, Small and Medium-sized Enterprises (SMEs) and Local Development of the Organisation for Economic Co-operation and Development (OECD) in Paris, France.

    The Centre oversees the work of the Programme on Local Economic and Employment Development (LEED), the Working Party on SMEs and Entrepreneurship, the Tourism Committee, and the OECD-LEED Trento Center for Local Development in Italy.

    His work focuses mostly on entrepreneurship and innovation, on job creation and social cohesion, on SME financing and internationalization, on business clusters and area-based approaches to economic development and community capacity building.

    Mr. Arzeni has worked at the OECD for nearly 30 years as a senior economist publishing several reports and supervising a wide range of publications on the areas under his responsibility. He is also Senior Enterprise Fellow at the School of Entrepreneurship and Business, University of Essex, U.K.

    Prior to joining the OECD, Mr. Arzeni served as an economist for the Italian Parliament, the Italian Trade Unions and the European Commission.
    As an economic journalist he has contributed to several Italian and international newspapers.

    He holds a First Class Honours Degree in Political Science from the University of Rome and specialised in Industrial Economics at the International University Institute of Luxembourg and in International Economic Relations at the Brookings Institution in Washington D.C., USA. He speaks French, Spanish, English, German and Italian.

    Won Soon Park

    Park Won Soon was born in a village in Changnyeong, South Gyeongsang Province, South Korea, on March 26, 1956. He graduated from Kyunggi High School in 1974 and entered Seoul National University in 1975. Shortly after entering university, he was arrested for participating in a student rally against the militant dictatorship of President Park Chung Hee and imprisoned for 4 months and expelled from university. Later, he entered Dankook University and earned a bachelor’s degree in history.

    Park passed the state bar examinations in 1980, and worked as a public prosecutor in the Daegu District Court in Gyeongsang Province from 1982 to 1983. Returning to Seoul from Daegu, he launched into private law practice. He worked as a human rights lawyer and defended many political activists in the 1980s and 1990s.


    In 1991, Park traveled with his family to London and earned a diploma in international law at the London School of Economics and Political Science in the University of London in 1992. In 1993, he went to the US to take up a position as visiting research fellow in the Human Rights Program of the School of Law in Harvard University.

    Back in South Korea, in 1994, Park founded the People’s Solidarity for Participatory Democracy, a non-profit, non-partisan civic organization formed with the purpose of promoting participatory democracy and securing human rights in South Korea.

    In 2000, Park founded the Beautiful Foundation, with the aim of promoting a culture of philanthropy in South Korea. And in 2002, he founded the Beautiful Store, a second-hand store aiming to spread the culture of giving and sharing with others.

    In 2006, Park founded the Hope Institute, a think-tank with the goal of applying policy alternatives based on the ideas of ordinary citizens.

    Park was elected as Mayor of Seoul, South Korea on October 26, 2011. He was elected as an independent candidate, with the support of the Democratic Party and the Democratic Labor Party. He joined the Democratic United Party on February 23, 2012.

    “Sustainability in Social Economy: Seoul Case Study”

    Seoul has devised and is implementing a comprehensive supporting policy to build a sustainable ecosystem, rather than the existing social enterprise development policy focusing on quantitative growth. It is promoting various policies such as enlargement of public purchase, establishment of a systematic interim support system, local development business for creation of regional ecosystem, discovery of innovative social enterprises solving social problems, and marketing support for excellent social enterprises, etc.

    These various social enterprise policies consistently aim at mutual solidarity and cooperation, and building of confidence. By doing so, Seoul tries to suggest alternatives and hopes for solving all sorts of our society’s issues such as jobs and local welfare.

    Geraldine’s background is community research and development, with a focus on engaging communities in improving public services and regenerating neighbourhoods. From 1993-2003 she set up and ran a community consultancy, GAP Research, specialising in training and supporting residents and public sector agencies to collaborate on service improvement. During this time she chaired the award winning Get Set regeneration programme, which supported local people to develop ‘Citizen’s Strategies’ to tackle long standing local problems.
    In 2003, Geraldine joined Community Links, an innovative community organisation that tackles the causes and consequences of exclusion in east London. She set up Links UK, which shares experience from the ground up with practitioners and policy makers nationwide through a programme of publications, events, research and campaigning, and practitioner led consultancy and training. In 2009, Geraldine became Chief Executive of Community Links, and since then has led the organisation through significant changes as public sector funding has rapidly reduced, doubling independent and earned income whilst consolidating and redesigning services to the community.
    In 2010, Geraldine was awarded the BITC Marks & Spencer Sieff Award for individuals who have best collaborated with business to benefit society. Geraldine chairs the London Region of Locality, and is also a Director of the Employment Related Services Association.

    Ken Ito works for AVPN as Regional Head (East Asia). He has a bachelor degree in economics and MBA in International Management from The American Graduate School of International Management (Thunderbird) in the United States. Ken spent ten years in the private sector, with his last position at GE Capital. He subsequently joined the Institute for Strategic Leadership (ISL) to launch the Center for Social Innovation, to promote social innovation through its leadership training programs.

    He has also organized the Social Entrepreneur of the Year (SEOY) in Japan award, part of the global SEOY program of Schwab Foundation in Switzerland. Ken had been a partner at Social Venture Partners Tokyo from 2005 to 2012, running its venture philanthropy fund to support and nurture local social entrepreneurs. He has been actively promoting SVP’s model in Japan and other Asian countries and successfully supported the launch of VP organizations in Singapore and Hong Kong. He is visiting senior researcher at SFC Research Institute at Keio University since 2007.     Linda Gibbs served as New York City Deputy Mayor of Health and Human Services from 2005-2013.
    Supervising the city’s human service, public health and social justice agencies, she spearheaded major initiatives on poverty alleviation, juvenile justice reform and obesity reduction. “Age Friendly NYC”, a blueprint for enhancing livability for older New Yorkers; and “Young Men’s Initiative”, addressing race-based disparities facing Black and Latino young men in the areas of health, education, employment training and the justice system, are two of the collaborative efforts she shaped to address significant social challenges. Gibbs also improved the use of data and technology in human service management, contract effectiveness, and evidence-based program development. During her tenure, New York City has been the only top-20 city in the U.S. whose poverty rate did not increase while the national average rose 28%.

    Dr Linda Shaw is Vice Principal at the Co-operative College in Manchester where she is responsible for the research and international programmes. The College currently works with co-operatives in more than 15 countries including the UK to deliver education and capacity building programmes; work with schools and young people; manage the Rochdale Pioneers Museum and the National Co-operative Archive as well as carry out research. The College works in partnership with the co-operative movement, universities, UN agencies, NGOs and African Co-operative Colleges.
    She has experience in developing and teaching a wide range of programmes for the co-operative movement in the UK and internationally for both members and staff. She has also carried out research into co-operative development in the UK and Africa. Linda has published extensively on co-operatives, labour studies and ethical trade. Her current research interests include co-operatives and their history in international development as well contemporary gender challenges for the movement. Linda has contributed at many co-operative and academic conferences in the UK and internationally.
    Prior to joining the College, Linda taught at the University of Manchester. She has also held positions with the International Labour Organisation in India and with the Open University in the UK as an associate lecturer.

    Megan Ruth Golden

    Megan Golden is a Senior Fellow at the Institute for Child Success, a U.S.-based NGO, where she provides technical assistance to jurisdictions seeking to use SIBs to improve outcomes for children. She conducted a feasibility study on SIB financing for an early childhood program in South Carolina, served on the advisory group for McKinsey & Company’s work on social impact bonds, and has published extensively on SIBs and performance measurement. She is also a Fellow at the New York University Wagner Graduate School of Public Service’s Innovation Labs. From 1999-2011, Megan was the Director of Planning and Government Innovation at the Vera Institute of Justice, where she worked in partnership with government to implement innovations in criminal justice, juvenile justice, child welfare, school safety, mental health, and eldercare. In addition to creating and launching eight innovative programs, she led a major reform of New Orleans's criminal justice system and helped Chinese academics and officials pilot criminal justice reforms. In addition to her work at Vera, Megan directed the Fellowship for Emerging Leaders in Public Service at the NYU Wagner Graduate School of Public Service from 2006 - 2009. Megan practiced law from 1992-1994 as a Skadden Fellow at the Neighborhood Defender Service of Harlem. In 1994, she was awarded a White House Fellowship. Megan began her career working for New York City government as an Urban Fellow. She has a BA in political science from Brown University and a JD magna cum laude from New York University School of Law

In 2010, she established SEED:S corporation, encouraging the youth to become the main agents of local social innovation through social economy. She also participated in the works of Presidential Committee on Social Inclusion as an expert adviser and in TFT of Social Enterprise Promotion Act pushing forward with policy suggestions. Since the beginning of the year 2013, she has been in charge of the role of supporting inclusively the social economy institutions and policies of Seoul.

    Mr. Chua Hoi Wai is the Chief Executive of the Hong Kong Council of Social Service (HKCSS), which represents more than 400 non-governmental social services organisations. He set up the HKCSS – HSBC Social Enterprise Business Centre in 2008 to provide capacity building, joint marketing and an exchange platform for local social enterprises.
    Mr. Chua has participated in a number of advisory or statutory bodies of the Government of the Hong Kong Special Administrative Region.     I Gede Edy Purwaka was born in Yogyakarta, which is also known as student city. As student city Yogyakarta has eight public universities and more than one hundred twenty private universities.
    My involvement in the community started when he was a volunteer in SATUNAMA’s mobile library for children. The library program campaigns for the rights of children using popular education media such as books with good moral values and telling stories. This approach become a model of integrated program where children and their parents get simultaneous treatment. During the periode this program conducted in four distric and municipality of Yogyakarta. While during the tsunami recovery process in Aceh 2004, Mobile library for children plays important role as a medium for children trauma healing tsunami’s victims.
    In 2007-2009, I responsible for a education program called Resource Development Center. This program aimed to create facilitator from local NGO in Papua, eastern part of Indonesia.
    Over the past two years, Me and my collegues develop an initiative for the knowledge management of Civil Society Organizations (CSO). This initiatives raise as a awareness of CSO has very weak bargaining position when vis a vis with state and business organization, the condition even worsen when CSO’s losing its key person in the organization. This initiative will ensure the knowledge will retain within the organization and finally CSO able to help community developing better.
    Currently I serve as secretary of the Foundation SATUNAMA. My daily responsibilities as head of the department of domestic affairs is ensuring tangible and intagible assets of the institution are able to support the sustainability of the organization.

    Jongick Jang is an assistant professor at the Graduate School for Social Innovation Business and College of Global Cooperation in Hanshin University. He graduated Yonsei University majoring in economics in 1986 and the Graduate School of Yonsei University in 1988.     Dr. Jungwon Kim is the co-founder of Spreadi. Spreadi is the UK-based enterprise founded in 2013 with a vision to spread ideas, innovation and inspiration that provide answers to previously unmet social needs. Its main emphasis lies on introducing and exchanging innovative and inspirational real cases, expertise and innovators across borders, especially between Europe and Asia. As the co-founder of Spreadi, Jungwon Kim frequently advises Korean and UK professionals in the social innovation and social economy sector to connect suitable partners and initiate collaboration. She has been also actively involved in various social innovation research projects that mainly look into real cases in Korea, Thailand, Japan, China, India and UK.

    Between 2011 and 2014, she was the visiting researcher of the Social Innovation Center at the Hope Institute, which is the think-and-do pursuing citizen participation. During this period, she conducted the study of social innovation cases in Korea and Thailand by interviewing change makers in both nations.     Mr. OKAYASU Kisaburo is a researcher as well as a practitioner of cooperatives.
    Okayasu was born into a rice farmer’s family as a third son in January 1948 in Saitama Prefecture, Japan. After graduating from Faculty of Engineering in the University of Tokyo (UT), he worked for the UT consumer cooperative as a bookstore manager, general store manager and so forth; he then assumed the position of managing director. In 1985, Okayasu was transferred to the National Federation of University Co-operative Associations (NFUCA/Zenkoku Daigaku Seikatsu Kyōdōkumiai Rengōkai) as General Director, C.E.O. At that time he was also a board member of the Japan Consumer Co-operative Union (JCCU/Nihon Seikatsu Kyōdōkumiai Rengōkai).
    In the beginning of this millennium, Okayasu joined a new cooperative movement, namely a worker cooperative movement. He now serves concurrently as the president of the Japan Institute of Co-operative Research (JICR/Kyōdō Sōgō Kenkyūjo) and the vice-president of the Japan Worker Co-operative Union (JWCU). Okayasu visited Korea many times to exchange activities among university cooperatives in Korea and Japan, and to carry out researches into social economy projects in Korea, including the enactment of the Social Enterprise Promotion Law and the Cooperative Basic Law, the Korean self-sufficiency promotion movement and so forth.

    Rev. Kyong yong Song is a natural-born helper. He has spent most of his life in helping the poor and the disadvantaged. He started a number of shelters for the poverty-stricken people of urban area, ‘House of Sharing’, in early his career. He led many initiatives to solve social problems such as the poverty and the unemployment, collaborating with numerous partners around the world. Rev. Song played a key role in ‘National Basic Living Security Act’, which was a major leap in the social welfare system in Korea. Several social cooperatives and self-sufficiency enterprises in Korea were established by him and his colleagues, therefore he is considered to be one of early pioneers in the Korean social economy.

    As an established thought leader and respected practitioner on social economy and social innovation, he has advised governments, multilateral organizations, communities and enterprises throughout the world. He is now the president of Seoul Social Economy Network, which is a ‘network of networks’ of social economy organizations in Korea. He also serves as a chairperson of Sharing and Future. He is leading many advisory groups for government, including Social Economy Policy Planning Group for the Seoul Metropolitan Government. Rev. Song founded Walking Church, an Anglican church in 2010.

    Louise Pulford became Director of Social Innovation Exchange (SIX), the largest global social innovation network, when it formerly became an independent organization in January 2013. Louise has been responsible for the SIX network for the last 6 years whilst it was being incubated at the Young Foundation, Louise co wrote a Study on Social Innovation for the Bureau of European Policy Advisors and she co- manages the European consortium which has run Social Innovation Europe -the flagship network for social innovation for the European Commission.     Marguerite (Margie) Mendell is an economist and professor at the School of Community and Public Affairs, Concordia University. She is also the co-founder and Director of the Karl Polanyi Institute of Political Economy, Concordia University, Montreal. She has published widely on the social economy in Quebec, local development, social finance, economic democracy and on the work of Karl Polanyi, especially as it relates to contemporary democratic economic development strategies. She has collaborated with social economy actors in developing public policy proposals at the provincial and municipal level in Quebec and has studied the evolving public policy landscape that enables the social economy internationally. In 1990, Professor Mendell co-founded the Montreal Community Loan Association, the first micro-finance organization in Canada. Since then, she has collaborated with social finance practitioners in Quebec. Margie Mendell is currently co-directing a university-community research partnership on “impact investing”. She was a member of the Canadian Advisory Committee of the G8 Task Force on Impact Investing. In 2009, Margie Mendell collaborated with practitioners to establish CAP Finance, the first network of solidarity finance and development capital in Quebec. Professor Mendell is a member of the Board of the Chantier de l’économie sociale and la Tohu, a social economy circus theatre committed to sustainable development and work integration of marginalized youth. She is also member of the Advisory Committee of the Social Economy Partnership for Community-based Sustainable Development for the City of Montreal. Professor Mendell was awarded the inaugural Prix Pierre-Dansereau in 2012 from the Association francophone pour le savoir (ACFAS). Sponsored by Radio-Canada, the prize is awarded to an individual or organization that best exemplifies a commitment to improving society. In 2013, she received a Prix du Québec, the highest government distinction awarded to researchers in several domains. In 2014, she was named an Officer of the Ordre du Québec.

    So Jung is the co-founder of Spreadi, a start-up team which aims to help spread ideas, innovation and inspiration between social sectors in Asia and Europe.

    So Jung is also an Associate at Social Innovation Exchange. She coordinated SIX Summer School Seoul 2013 and SIX Summer School Vancouver 2014. She is an Associate at Social Life, a social enterprise specialising in place-based innovation.

    So Jung has previously worked at the Young Foundation on a research project called What Works? Finding new ways to make social change, a global study geared at surfacing and spreading social innovation methods, with deeper regional studies in Southern and East Africa, and East and South East Asia. So Jung has also worked at the Hope Institute, a social innovation centre in South Korea, where she was the project lead for the Social Designer School, an education programme empowering ordinary citizens to turn their learning and ideas into practice.

    So Jung has an MSc in Social Policy and Development at the London School of Economics and Political Science and a Bachelor's degree in Economics at the Instituto Tecnológico Autónomo de México (ITAM).

By focusing on the development of local community based on social economy, Mayor Cha has participated in the Association of Korean Local Governments for Social Economy and Solidarity to cooperate with local governments. He holds his Ph.D from the Graduate School of Sociology from Korea University and is currently a professor at the Department of Sociology from Dong-A University.

    Takeshi AKIBA has worked as a professor in an organization theory of NGOs and NPOs at Ritsumeikan University.     Toshio Kikuchi is a professor at the Department of Geography and Tourism in the Graduate School of Urban Environmental Sciences, Tokyo Metropolitan University. He is also an undergraduate Student The University of Tsukuba. After completing the courses in the department of Earth Science Research, he worked as an associate Professor in the Faculty of Education, Gunma University.
    Currently, he is an associate professor at the department of science in the Tokyo Metropolitan University.
    He is specialized in agriculture and rural geopraphy, geography and tourism and natural tourism. He studies and teaches sustainability of agriculture and rural communities, commercialization of rural areas and food tourism.

    Self-Introduction:
    As a local government official of Kanagawa Prefectural Government and City of Kawasaki for 34 years I have been responsible for such work as industrial promotion, urban planning, environmental measures, policy research, and policy aide to the governor and the Mayor.
    At the same time, I have been long engaged in research and practice of citizens’ activities, assistance to NPOs, and collaboration between the government and NPOs. I established the Japan NPO Center in 1996 and the Center for Public Resources Development in 2000. I completed the Public and Nonprofit Management and Policy Program Course, Master of Public Administration at New York University, Robert F. Wagner Graduate School of Public Service in 1999. Presently, I also teach at the Yokohama National University and other universities as a part-time lecturer.
