    The vision for inclusive, social economy crafted by Bandung municipality aims to built an effective and efficient service city, with multi-sectoral programmes implemented to improve the quality of life of its inhabitants. The missions for this policy approach is to improve the quality of human resources through education levels, health; to achieve equity; to improve the economic, social, and physical welfare of the population; and to improve environmental sustainability. The corresponding strategies included policies fostering sustainable development, community support, economic support and community participation.

    To illustrate this approach, the case of upgrading the Tamansari slum area in Bandung City is presented. The upgrading programmes here, the Cikapundung Clean River Through Community Empowerment Program (2000-2005) and the Fly Over Development and Resident Relocation Through Community Approach (2001-2003), aimed to improve waste disposal behaviour and the environmental quality of the slum area located along the Cikapundung River by implementing an inclusive approach.

    Upon the establishment of Bandung Creative City Forum (BCCF) by the current mayor of Bandung city and other colleagues in 2008, Bandung city mainly through the Forum aims to serve the general public and creative community in Bandung. BCCF use creativity-based educational approach and encourage private and community creative entrepreneurship. The organization initiates many arts and culture focused projects, and aims to widen the creative network as far as they can. All of this is a collective effort to make Bandung a creative city ready and capable to compete and collaborate in the global context.

    Bangladesh Bank, the central bank and apex regulatory body for the country's monetary and financial system, was established in Dhaka as a body corporate vide the Bangladesh Bank Order, 1972 (P.O. No. 127 of 1972) with effect from 16th December, 1971. At present it has ten offices located at Motijheel, Sadarghat, Chittagong, Khulna, Bogra, Rajshahi, Sylhet, Barisal, Rangpur and Mymensingh in Bangladesh; total manpower stood at 4951 (officials 3961, subordinate staff 990) as on November 30, 2012.

    Functions
    BB performs all the core functions of a typical monetary and financial sector regulator, and a number of other non core functions. The major functional areas include :
    Formulation and implementation of monetary and credit policies.
    Regulation and supervision of banks and non-bank financial institutions, promotion and development of domestic financial markets.
    Management of the country's international reserves.
    Issuance of currency notes.
    Regulation and supervision of the payment system.
    Acting as banker to the government .
    Money Laundering Prevention.
    Collection and furnishing of credit information.
    Implementation of the Foreign exchange regulation Act.
    Managing a Deposit Insurance Scheme .

    Barcelona is the capital of Catalonia. With an area of 100 Km2 and 1,6 million inhabitants, it is one of the densest cities in Europe. It represents 0,3% of the territory of Catalonia but concentrates 21% of the Catalan population. Our city is the central nucleus of the Metropolitan Region of Barcelona, a region among the first ten European urban agglomerations in terms of population and employment.
    The city has undergone a strong increase in immigrant population over the last decade. Currently the foreign population represents 16,7% of the total population. It is a very diverse immigration: 150 nationalities live together in Barcelona. The migratory phenomenon has contributed to a certain rejuvenation of the population. The population under 14 years old has increased its weight and the index of ageing (over-65s over under-14s) has reduced.
    Barcelona generates 30% of the GDP of Catalonia and employs 34% of the workers. The GDP of the city is 39% higher than the average of Catalonia while in terms of per capita income, it is 14% higher. As with other large cities, Barcelona has become specialised as a city of services, sector in which 88% of the workers are employed. The sectors of added-value services have taken on a growing importance within the employment from services.
    The Barcelona citizens feel satisfied with living in the city and notably rate the level of quality of life.

    The Basque Government is the governing body of the Basque Autonomous Community of Spain. The President of the Basque Government is democratically elected by the Basque Parliament every 4 years. This parliament has the legal capacity to regulate internal law. The Basque Government manages all public policies on Health, Education, Social Affairs, Economic Development, Culture and Security and employs 100.000 civil servants. The anual Budget for 2015 is 10.000 million Euro.


    With a total population of just under 3 million, the Basque Country ranks above the European average in the principal indicators of economic and social development, while politically the Basque Autonomous Community enjoys the highest level of self-governance of any nonstate entity within the European Union. Concretely, the Basque Autonomous Community can collect and manage all direct taxes and ranks first in Spain in terms of per capita income, with gross domestic product (GDP) per capita being 40% higher than that of the European Union and 33.8% higher than Spain's average in 2010, at €31,314. The Basque Government has also made posible to achieve the lowest poverty rate in Europe and the second highest life expectancy in the world after Japan.


    A socio-economic success


    At the end of the 1970s, the Basque Country was emerging from forty years of dictatorship in which any expression of Basque culture had been repressed. At the time, the Basque Country was undergoing a serious economic crisis, with unemployment at around 30% and an international image that directly related to terrorist violence.

    Despite these circumstances, the Basque Government has managed to transform its economy in a supportive way, reaching high places in international rankings in healthcare, education and income per capita. Basque companies and institutions now have a strong international presence and Basque culture is associated with modernity.

    Institutional development is one of the keys to understand the success of the Basque socio-economic transformation in the last few decades. UK’s innovation foundation Nesta, in the recent report “When small is beautiful: lessons from highly-innovative smaller countries“, pointed put the role of the Basque institutions in this transformation.

    Lambeth Council has been on a four year journey to transform the way it works with local people to become a Cooperative Council. Based on the belief that public services should work with local people to find solutions to local issues rather than simply deliver services to them as passive recipients, Lambeth decided in 2010 to funadmentally review the ways in which it designed and delivered publics services. Following a Commission which engaged large numbers of residents as well as a range of academics and experts in the future of public services, Lambeth adopted a series of recommendations designed to test new ways of working in partnership with local people. In 2012 the council agreed to adopt a new commissioning model as the means of embedding this new relationship with citizens through all the council's activities, moving from exploratory projects to whole-system change. The council has learned a great deal about empowering and working in new and equal ways with residents, embedding co-production into all that the council does and seeking to embed strengths and assets in the community into the approach to delivering better outcomes for and with residents. The council is working with residents to agree new resident-led models of running major services such as parks and libraries and has created a new organisation - the Young Lambeth Cooperative - to enable young poeple in the borough to be directly involved in commissioing youth services. More recently the council has been developing a series of prototypes for new ways of enabling residents to make positive change in their communities through 'platform' models, in which the council operates as a facilitator of community-led activity. The Open Works project is as example of such a project (www.theopenworks.org).

    Six towns in Kyoto Prefecture including Mineyama, Omiya, Amino, Tango, Yasaka and Kumihama merged on April 1st, 2004, and new Kyotango City (京丹後市) was established. It is located in the northern area of Kyoto Prefecture.

    The Kyotango area has had active exchanges with the Korean Peninsula and the Chinese Continent since ancient times. A lot of antiquities and remains such as Chinese coins going back to about two thousand years ago, one of the oldest mirrors in Japan and the large keyhole-shaped tomb were found in this area. This indicates that the "Tango Kingdom", which shaped its own economic and cultural sphere, existed in this area in ancient times. In the modern period the shipping industry and the production of "Tango Crepe Silk" (Tango Chirimen) constituted the major industries in this area. Today the metalworking industry and tourism leads the economic growth of the city.

    Kyotango City has promoted "the community development leaving no one behind". The city office directly consults people with difficulties, and supports them in consolidating the foundations of their livelihood through various methods including job training, consultation after their employment and so forth.

    Education in Malaysia is overseen by the Ministry of Education Malaysia (MOE) Although education is the responsibility of the federal government, each state and federal territory has an Education Department to co-ordinate educational matters in its territory. The main legislation governing education is the Education Act of 1996. The education system is divided into preschool education, primary education, secondary education, post-secondary education and tertiary education. By law, primary education is compulsory.

    Quezon City as the Philippines' Capital and turned it into a 'showplace' that hosted the country's highest governing body and at the same time served as the site of low-cost housing for the less privileged sector, the obreros or common workers. His message: everyone is part of development; no one is left behind.
    In innovating for inclusive growth and development, therefore, Quezon City opted to do long-term pre-planning using highly participatory processes rather than rely on short-term re-active initiatives. Its development vision of what a 'quality community' is was collectively set and sectoral goals to contribute to its attainment easily determined. Implementation strategies include:
    (a) participatory governance as the Quezon City Development Council has full sectoral representation; (b) convergence in poverty alleviation programs, guided by a detailed Socio-Economic Development Action Plan; and (c) citizen's socio-economic empowerment through livelihood/home-based enterprises, community-based enterprises, cooperatives, and social enterprises.
    The future for Quezon City's continued development is clear as we mean to stay the course through orchestrated Executive Action and Legislative Agenda. A clear vision and strategy that is regularly. Achieved on the one hand through participatory, accountable and transparent governance; and on the other through collective action and hard work by the City's citizens and leaders. Founded on a culture of responsibility and productivity. Underpinned by the spirits of resiliency and adaptability. And, of course, all done with a smile.

    Setagaya City is located in the southwest part of Tokyo’s 23 cities and adjacent to Kawasaki City, Kanagawa Prefecture. It is approximately 58 km2 and the largest of Tokyo’s 23 cities in terms of total population (880,000) and number of households (450,000). The youth population (under age 15) accounted for 12% of the total population, suggesting a slightly rising trend. As the working-age population (age of 15 to 64) accounted for 68% of the total, a slight decrease, and the senior population (age 65 and older) accounted for 20% of the overall population, rising every year.

    Setagaya City has developed as a residential community with about 60% of its land area used for residential purposes, mainly because it is close to the center of Tokyo. It features as abundance of greenery and water. Setagaya is built upon a rich legacy of traditional culture created by its residents, fosters an environment where residents have easy access to cultural activities and sporting events, and is filled with excitement. It is a city with a great deal of intrinsic appeal, and it is continuing to grow and develop.

    We will continue to strive to make Setagaya the best place to raise children in Tokyo, and a safe and comfortable city where people will want to stay forever.

Geographically, it is an extraordinary example of good location, as mountains, rivers and urban spaces all combine to produce a pictureperfect city. Ever since the “social designer” Wonsoon Park became the Mayor of Seoul City, the focus of the Seoul Metropolitan Government has been on building a citizencentred administration. The social innovation strategies of Seoul City focus on 1) opening up information to citizens and enabling active engagement of citizens, 2) using innovative technologies to tackle social challenges, 3) facilitating crosssector collaboration and co-developing solutions with different stakeholders, 4) restoring community relationships within an urban setting through urban “village” communities, and 5) making Seoul City a “Sharing City” (not only sharing information but also under-utilised spaces and daily objects).
